The first two “X-Men” movies were as smart as they were fun. Director Bryan Singer and a team of writers effortlessly blended social allegory (the films featured entertaining spoofing of racism and McCarthyism), great villains (Bruce Davison, Sir Ian McKellen and Brian Cox), real world-neuroses, solid action scenes and good special effects. In short, Singer and his crew were able to do everything on screen that Stan Lee and his successors were able to do in the comic books. It’s too bad only some of the mutant magic was available for the third installment.

Singer was too busy getting his Superman movie out the door, so the studio left the saga in the unimaginative hands of Brett Ratner, a filmmaker who can make a heist movie set in the Bahamas that comes out dull (“After the Sunset”).

Ratner can’t take all the blame for “X-Men: The Last Stand” (an under-cooked script is a major factor), but he’s such a tempting target. Zak Penn, who co-wrote the last film, is still on board, as are most of the cast.

Penn and Simon Kinberg (“Mr. and Mrs. Smith”) come up with a terrific setup but never see it to its potential. In the new installment, a tycoon (Michael Murphy) with a winged, mutant son (Ben Foster) has managed to devise a drug that can “cure” mutants of their condition.

Considering how mutation gives the outlaw Magneto (McKellen) the ability to move huge metal objects simply with his thoughts, it’s safe to say he wants no part of the proposed treatment and is eager to destroy it, even if he as to take out innocent humans and mutants to do so.

He’s back with his usual partner in crime, the chameleonic Mystique (Rebecca Romijn), and has teamed with some new mutant bad guys, the destructive Juggernaut (Vinnie Jones), the mutant-sensing Calisto (Dania Ramirez) and the hot-headed Pyro (Shawn Ashmore).

Among Magneto’s new allies is the presumed dead Jean Gray (Famke Janssen), who has apparently come back from the grave with more telekinetic power and a destructive attitude that could endanger all in her path.

To prevent needless bloodshed, Professor Xavier (Patrick Stewart) recruits his distinguished alumni Storm (Halle Berry) and Wolverine (Hugh Jackman), but the duplicitous American president (Josef Sommer) may have started a policy that makes such a clash inevitable.

Ratner has inherited a dream cast from Singer, and yet, he has little idea what to do with them. For example, Mutants, who were treated as second-class citizens in the other films, now have their own secretary in the cabinet, Beast (Kelsey Grammer). The idea of mutant diplomat has loads of possibilities. Who would he side with if things get dicey between humans and his kind?

But Ratner and the writers give the obviously talented Grammer very little to do but wear blue, furry makeup. After watching the film, I still have no idea what Beast’s powers are, much less his motivations. Similarly, the trio underutilizes Ellen Page (“Hard Candy”) as the X-girl Kittie Pryde.

Normally, it’s silly to complain that a superhero movie gives actors nothing to do but look good in tight outfits. But Singer and his crew were able to create characters whose inner lives were as interesting as their costumes. For example, Magneto’s hatred of humans stems in part from what he witnessed as a Holocaust survivor.

Anna Paquin’s Rogue was surprisingly sympathetic because she dreaded that her only power was sucking the life force and gifts of people and other mutants. Her gift gives her more guilt and grief than satisfaction. A movie that had her debating with herself if she would have accepted the cure might have been compelling.

Instead, Ratner and his crew decide that viewers would rather watch partially-convincing computer-generated effects. The writers defang the loner Wolverine by making him a conventional good guy. It was much more enjoyable to watch him grudgingly do the right thing than it is to see him follow Storm’s lead.

Penn and Kinberg probably deserve as much scorn as Ratner does because they not only shortchange the actors, but they stick the incomparable McKellen with hackneyed lines like, “What have I done?” Had they spent as much time to developing the story as they did to lame in-jokes and an annoying post-credits coda, “X-Men: The Last Stand” wouldn’t have seemed like an inferior clone of the previous mutant masterpieces.
